THE CHALLENGE

Over the years, law enforcement officers have often faced distrust, with recent events involving alleged excessive force exacerbating the negative narrative associated with the police and leaving generational effects.

For too long, the public has perceived law enforcement as merely enforcing laws, overlooking the mutual uniqueness between the police and the community. The Principles of Law Enforcement, as outlined by Sir Robert Peel, emphasize the vital relationship between the police and the public, highlighting that both are integral to community welfare.

THE OPPORTUNITY

We envision a future where mutual trust flourishes between law enforcement agencies and the community, where police services not only uphold the law but also embody community values. Given the rapid evolution of the law enforcement narrative, overcoming obstacles to maintain public trust and safety is crucial.

THE STRATEGY

Our approach begins with the establishment of the Honolulu Police Learning Center (HPLC), a non-profit organization dedicated to preserving Hawaii's policing history and educating the community on law enforcement roles and challenges. Through a range of activities, we aim to raise public awareness and foster mutual understanding and trust between the police and the community. Our unique programs will offer unprecedented opportunities for education and awareness in Hawaii.

THE VISION

Our ultimate goal is to create a permanent venue—a dynamic, interactive educational hub—that provides the community with insight into Hawaii's law enforcement history, understanding of law enforcement roles, and firsthand experience of policing challenges.
